致在浙外籍人士的告知書

　　針對(duì)近期新型冠狀病毒感染的肺炎疫情，浙江省于1月23日啟動(dòng)了重大突發(fā)公共衛(wèi)生事件一級(jí)響應(yīng)，省委、省政府高度重視，統(tǒng)一部署，各項(xiàng)疫情防控工作有序展開(kāi)。在此，我們向在浙的各位外籍人士提出如下倡議：

　　一、及時(shí)關(guān)注權(quán)威信息發(fā)布。請(qǐng)關(guān)注“浙江發(fā)布”、“浙江政務(wù)服務(wù)網(wǎng)”微信公眾號(hào)和微博，獲取新型冠狀病毒感染的肺炎疫情官方權(quán)威信息通報(bào)，并了解浙江省各地救治定點(diǎn)醫(yī)院信息和聯(lián)系方式、有關(guān)疫情防控措施以及重要通知通告等，也建議下載“浙里辦”App，登錄“浙江省新型肺炎公共服務(wù)與管理平臺(tái)”了解居家醫(yī)學(xué)觀察服務(wù)與管理、集中醫(yī)學(xué)觀察服務(wù)與管理、信息發(fā)布與健康教育等相關(guān)服務(wù)信息。

　　二、做好自我防護(hù)。保持良好的個(gè)人衛(wèi)生習(xí)慣，咳嗽、打噴嚏時(shí)務(wù)必使用紙巾或肘部捂住口鼻，注意勤洗手。外出時(shí)佩戴醫(yī)用防護(hù)口罩，廢棄口罩規(guī)范投放。注意居所衛(wèi)生，適當(dāng)開(kāi)窗通風(fēng)。避免接觸任何野生動(dòng)物或禽類動(dòng)物，減少生冷食物攝入，食用熟食，多喝熱水。定期自測(cè)體溫。多居家休息，減少外出活動(dòng)，避免前往人員密集場(chǎng)所，暫停聚會(huì)聚餐等群體性活動(dòng)。若出現(xiàn)發(fā)熱、咳嗽、胸悶、乏力等癥狀，第一時(shí)間佩戴醫(yī)用防護(hù)口罩到浙江省各地定點(diǎn)醫(yī)療機(jī)構(gòu)就診。

　　三、參加聯(lián)防聯(lián)控。如果近期曾赴訪疫情高發(fā)地區(qū)，或接觸過(guò)這些地區(qū)的來(lái)浙人員，請(qǐng)第一時(shí)間向當(dāng)?shù)丶部貦C(jī)構(gòu)或指定部門報(bào)告，同時(shí)要密切注意身體狀況。當(dāng)政府、社區(qū)和醫(yī)療機(jī)構(gòu)人員做疫情防控登記詢問(wèn)時(shí)，請(qǐng)予以理解支持并配合做好工作。

　　四、中國(guó)政府高度重視、十分關(guān)心在華外國(guó)公民的健康和安全，疫情可防、可控、可治，中國(guó)政府有決心、有信心，也有能力打贏疫情防控阻擊戰(zhàn)。在浙外國(guó)公民如有任何防疫問(wèn)題和困難，可通過(guò)駐華使領(lǐng)館同外交部、浙江省和各地市外事部門聯(lián)系，我們將盡力予以協(xié)助。

A Letter to Foreign Nationals in Zhejiang

　　In response to the outbreak of pneumonia caused by the novel coronavirus (2019-nCoV), Zhejiang Province launched the highest-level (Level One) public health emergency response on January 23, 2020. The CPC Zhejiang Provincial Committee and the Provincial People’s Government have attached great importance to and made comprehensive arrangements on prevention and control to contain the spread of the virus.

　　To all foreign nationals living and traveling in Zhejiang, we’d like to assure you that various lines of work are well under way and in addition, we want to remind you of the following:

　　I. Follow the latest updates on the epidemic through official channels.

　　Follow the WeChat/Weibo accounts of “浙江發(fā)布”(zjfabu)／“浙江政務(wù)服務(wù)網(wǎng)”(zjzwfww) to get updated information on the developments of the epidemic. Check out the list of designated hospitals in Zhejiang and their contact information, and look for prevention and treatment guides and other important public notices. You can also get onto the “浙江省新型肺炎公共服務(wù)與管理平臺(tái)” (Novel Coronavirus Public Service and Management Platform of Zhejiang Province) by downloading the “浙里辦”(zheliban) app，to get information on medical observation service and management at home or at a designated medical facility as well as other useful health tips.

　　II. Step up self-protection.

　　Keep good personal hygiene. Cover your mouth and nose with a tissue or flexed elbow when coughing or sneezing. Clean hands as often as needed. Wear a surgical mask when going out and dispose of used masks appropriately. Keep the room clean and open the window for fresh air from time to time. Avoid unprotected contact with wild or farm animals. Avoid eating raw or cold food, have thoroughly cooked food and drink more hot water. Reduce or avoid outdoor activities. Monitor body temperature on a regular basis. Stay at home as much as possible and avoid crowded areas, and cancel parties, group dinners and other group activities. Beware of such symptoms as fever, cough, shortness of breath and fatigue, and wear a surgical mask and seek medical care right away at designated hospitals in case of such symptoms.

　　III. Join in the mass prevention and control campaign.

　　In case of recent visit to affected areas or having contact with people from those areas, please report to the local CDC or designated departments as early as possible while closely monitoring your personal health condition. Please support and cooperate with the government, community or medical staff for health information inquiries and collection.

　　IV. The Chinese government attaches great importance to and cares much about the health and safety of foreign nationals in China. The ongoing epidemic is believed to be preventable, controllable and curable. China has full determination, confidence and capability to win this battle. Any problems or questions of foreign nationals living or traveling in Zhejiang will be addressed, through your embassies or consulates general in China, by the Ministry of Foreign Affairs of China, the Department of Foreign Affairs of Zhejiang Province, as well as local foreign affairs offices in Zhejiang.

　近日、新型コロナウイルスによる肺炎感染の影響を受け、浙江省は1月23日「公衆(zhòng)衛(wèi)生事案」としては最高レベルとなる「１級(jí)」の対応體制を発動(dòng)しました。中國(guó)共産黨浙江省委員會(huì)と浙江省政府はこの狀況を極めて重視しており、感染予防と抑制のための各種対策を?qū)g施しています。そこで、浙江省在住の外國(guó)人の皆さんにおかれましては、以下の點(diǎn)に注意するようお願(yuàn)いします。

　一、公式情報(bào)に常に注目すること?！刚憬k布」(浙江公式情報(bào))、「浙江政務(wù)服務(wù)網(wǎng)」(浙江行政サービスネット)のウィーチャットとウェイボーのアカウントをフォローし、新型コロナウイルス感染に関する最新情報(bào)を入手するとともに、浙江省各地にある指定病院、連絡(luò)先、感染予防と抑制に関する対策及び重要なお知らせを確認(rèn)してください。また、「浙里弁」(浙江行政手続きオンライン申請(qǐng)アプリ)をダウンロードしてください。その中にある「浙江省新型肺炎公共服務(wù)與管理平臺(tái)」(浙江省新型肺炎公共サービスと管理プラットフォーム)から、在宅醫(yī)學(xué)観察に関するサービスと管理、集中醫(yī)學(xué)観察に関するサービスと管理、発信情報(bào)と健康教育等を確認(rèn)することも出來(lái)ます。

　二、個(gè)人の衛(wèi)生管理を心がけること。清潔な衛(wèi)生習(xí)慣を保ち、咳?くしゃみのときには必ずティッシュペーパーやハンカチで口と鼻を覆いましょう。手洗いを勵(lì)行し、外出時(shí)は醫(yī)療用サージカルマスクを著用し、使用済みのマスクはルールに従って捨ててください。室內(nèi)の衛(wèi)生環(huán)境と風(fēng)通しにも気をつけましょう。あらゆる野生動(dòng)物や野鳥に觸るのを避け、しっかり火を通した物を食べ、お湯もこまめに飲みましょう。定期的に體溫を計(jì)ること。外出はなるべく避け、人が多く集まる場(chǎng)所から離れ、食事會(huì)などの集団活動(dòng)も中止してください。発熱、咳、息切れ、だるさなどの異常が発生した場(chǎng)合、直ちに醫(yī)療用サージカルマスクを著用し、浙江省內(nèi)各地にある指定醫(yī)療機(jī)構(gòu)で診斷と治療を受けてください。

　三、政府の連合予防?コントロール措置に協(xié)力すること。最近、感染多発地域を訪ねたり、これらの地域から浙江省に來(lái)た人に接觸したりすることがある場(chǎng)合は、直ちに現(xiàn)地の予防機(jī)関か指定部署に報(bào)告してください。同時(shí)に、身體の具合にも引き続き注意しましょう。政府、住宅団地や醫(yī)療機(jī)関のスタッフから感染予防とコントロールのための情報(bào)登録を求められる場(chǎng)合はご理解とご協(xié)力をお願(yuàn)いします。

　四、中國(guó)政府は在中國(guó)外國(guó)人の健康と安全を非常に重視しています。新型コロナウイルスの感染は予防、抑制と治療することが可能です。中國(guó)政府は今回の感染予防と抑制の難関攻略戦に打ち勝つ決心、自信と能力が十分あります。浙江省在住の外國(guó)人の方で感染予防等に関する問(wèn)題やお困りの點(diǎn)がある場(chǎng)合、在中國(guó)大使館?総領(lǐng)事館あるいは中國(guó)外交部や浙江省または省內(nèi)各地の外事部署にお問(wèn)い合わせいただければ、私たちは全力を挙げて協(xié)力します。
