頂層設(shè)計(jì)

2010年10月18日，中國(guó)共產(chǎn)黨十七屆五中全會(huì)通過(guò)的《關(guān)于制定國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃的建議》提出“更加重視改革頂層設(shè)計(jì)和總體規(guī)劃”。由此，“頂層設(shè)計(jì)”被引入中國(guó)的改革領(lǐng)域，并在此后一些中央文件和會(huì)議中進(jìn)一步得到強(qiáng)調(diào)。“頂層設(shè)計(jì)”是中國(guó)重要的改革邏輯——由中央政府從全局的角度，系統(tǒng)地對(duì)改革任務(wù)進(jìn)行統(tǒng)籌規(guī)劃，調(diào)配資源，高效實(shí)現(xiàn)目標(biāo)。

Top-Level Design

The Proposal on Developing the 12th Fiveyear Plan for National Economic and Social Development, adopted by the 17th CPC Central Committee at its fifth plenary session on October 18, 2010, introduced the idea of greater focus on designing at the top level and overall planning.

The concept has subsequently been embedded in China’s reform program and featured in other official documents and meetings of the central leadership.“Top-level design” represents a key element of China’s reform efforts. This means it is the central leadership that is responsible for devising a systematic overall plan for the nation’s reforms from a strategic perspective, with an aim to better allocating all the resources required and ensuring efficient realization of its goals.
